The issuance of a recent memorandum circular will help the government achieve its medium-term socioeconomic targets and effectively implement the Philippine Development Plan (PDP) 2017-2022, the National Economic and Development Authority (NEDA) said.
Memorandum Circular No. 1 (MC1), series of 2018, updates the coordination mechanism of the PDP. It integrates the revised Cabinet Clusters System in the said mechanism, ensuring consistency of policies and programs, and efficient coordination among government agencies.
“The relevant NEDA Board Committees, Cabinet Clusters and other Inter-Agency Committees (IACs) will have primary accountability for the achievement of the PDP outcomes identified for the Chapter(s) under their purview,” the memorandum circular states.
MC1 was signed by Socioeconomic Planning Secretary Ernesto M. Pernia late March.
Through MC1, the PDP policy reform agenda will be integrated in the work plans of the NEDA Board Inter-Agency Committees, Cabinet Clusters, and National Government Agencies, with the view to efficiently implement the PDP.
Following the NEDA Board approval of the PDP 2017-2022 last February 2017, President Rodrigo R. Duterte signed Executive Order No. 24, s. 2017, which reorganized the Cabinet Clusters System. It requires each cluster to formulate a Performance and Projects Roadmap aligned with the PDP.
Likewise, Executive Order No. 27, s. 2017, directs all government agencies and instrumentalities to implement the PDP and the Public Investment Program for the period 2017-2022.
“With MC1, agencies will be able to effectively align their work plans with the PDP. We are thus expecting to see better synergy within government so we can truly work as one in achieving our medium-term targets and long-term goals,” Secretary Pernia said.
