NEDA Secretariat


The NEDA Secretariat, headed by the Socioeconomic Planning Secretary, is regarded as the authority in macroeconomic forecasting, and policy analysis and research. It provides high-level advice to the Congress and the Executive Branch.

Its key responsibilities include:

  1. Coordination of such activities as the formulation of policies, plans and programs to efficiently set the broad parameters for national and sub-national (area-wide, regional and local) development;
  2. Review, evaluation, and monitoring of infrastructure projects identified under the Comprehensive and Integrated Infrastructure Program (CIIP) consistent with the government’s thrust of increasing investment spending for the growing demand on quality infrastructure facilities; and
  3. Undertaking of short-term policy reviews to provide critical analyses of development issues and policy alternatives to decision-makers.

 

Office of the Secretary (OSEC)


  1. Recommends to the President, through the NEDA Board, continuing, coordinated, and fully integrated social and economic plans and programs;
  2. Advises the President on national development matters and decisions in accordance with policies adopted by the NEDA Board; and
  3. As Head and Chief Executive Officer of the NEDA Secretariat, the DG directs its overall operations and exercises general supervision and control over the technical and administrative personnel.

 

Office of the Undersecretaries and Assistant Secretaries


  1. Assist the Director-General in providing staff assistance and advice to the President on economic development matters and in the over-all directions and supervision of various NEDA offices;
  2. Direct, coordinate, and exercise immediate supervision over specific Staffs of the Corporate Affairs Group, Investment Programming Group, Policy and Planning Group, and Regional Development Group; and
  3. Perform other tasks as maybe assigned by the Secretary.

 

Internal Audit Service (IAS)


Management Audit Division
  1. Conduct management audit of activities and its units and determine the degree of compliance with the mandate, policies, government regulations, established objectives, systems and procedures/processes and contractual;
  2. Review and appraise systems and procedures/processes, organizational structure, assets management practices, financial and management records, reports and performance standards of the agencies/units covered;
  3. Verification and analysis of financial and management data to ascertain if attendant management information systems generate data or reports that are complete, accurate and valid;
  4. Ascertain the reliability and integrity of financial and management information and the means used to identify, measure, classify and report such information;
  5. Ascertain the extent to which the assets and other resources of the institutions are accounted for and safeguarded from losses of all kinds;
  6. Review and evaluate the soundness, adequacy and application of accounting, financial and management controls and promote the most effective control at reasonable cost;
  7. Evaluate the quality of performance of groups/individuals in carrying out their assigned responsibilities;
  8. Perform functions of a protective nature, such as prevention and detection of fraud or dishonesty; review of cases involving misuse of agency property; and checking of transactions with outside parties; and
  9. Perform miscellaneous services, including special investigations and assistance to outside contacts such as COA.

Operation Audit Division
  1. Conduct operations performance audit of activities of the department/GOCC and their units and determine the degree of compliance with the mandate, policies, government regulations, established objectives, systems and procedures/processes and contractual obligations;
  2. Review and appraise systems and procedures/processes, organizational structure, operations practices, operations records, reports and performance standards of the agencies/units covered;
  3. Verify and analyze operations data to ascertain if attendant management information systems generate data or reports that are complete, accurate and valid;
  4. Ascertain the reliability and integrity of operational information and the means used to identify, measure, classify and report such information;

Financial, Planning and Management Staff (FPMS)


Functions of FPMS

The FPMS shall assist the Secretary on areas of budget, financial, plans and programs, and management matters and others functions as maybe provided by law.

Budget Division
  1. Coordinate the preparation of the NEDA annual budget/financial plan in support of NEDA’s thrusts and priorities;
  2. Formulate, in coordination with concerned unit, and implement a program of expenditure to achieve the optimum utilization of its financial resources;
  3. Execute the NEDA budget as contained in the approved Agency Budget Matrix and other pertinent legal issuances;
  4. Administer/implement the NEDA Internal Allocation System;
  5. Conduct periodic review and assessment of the financial performance of the NEDA in coordination with the MS;
  6. Maintain, operate, and update the financial module of the Financial Management System for efficient and timely processing of financial transactions reports preparation;
  7. Prepare and submit financial reports/budget requests to various agencies;
  8. Provide technical support to NEDA management and organizational units on financial matters;
  9. Provide secretariat services to the NEDA Financial and Physical Resources Committee (NFPRC) and its Technical Working Groups (TWGs);
  10. Prepare and issue checks and other financial instruments and monitor cash position of the NEDA;
  11. Disburse cash as payment for various types of expenses;
  12. Undertake collection and deposit of moneys due to and from the NEDA;
  13. Provide cashiering services and assistance to NEDA organizational units and personnel;
  14. Review/process claims and prepare corresponding Obligation Slip and disbursement voucher;
  15. Prepare and issue notices of deduction for personal telephone and cell phone charges;
  16. Maintain index of payment for individual accounts of mobile, landline, copying machine, water, electrical, janitorial, security and gasoline consumption;
  17. Records and maintains registries for PS, MOOE and CO;
  18. Maintain index of payment of salaries, deductions and other benefits received by NEDA employees;
  19. Liaise with the Department of Budget and Management, Bureau of Treasury, Land Bank of the Philippines and other relevant agencies; and
  20. Perform other related functions as may be assigned by the Director.
Accounting Division
  1. Pre-audit al claims for payment to ensure compliance with existing accounting and auditing rules and regulations and sign the corresponding Disbursement Voucher (DV-Certificate A), Journal Entry Voucher (JEV) and Withholding Tax Certificate (BIR Form No. 2307);
  2. Pre-audit replenishment of Cash Advances (CA) to ensure compliance with existing accounting and auditing rules and regulations and sign the corresponding DV (Certificate A) and JEV;
  3. Plan and implement measures to improve the current set-up/system to ensure the payment of legitimate claims/obligations; maximum utilization of Current Year NCA by adjusting cancelled claims and ensure issuance by the Cash Section of corresponding checks for all claims with assigned NCA, recommend prioritization of payments and level of disbursements to be made and facilitate release of NCA requests from DBM; prevention of double/late payment of obligations; and observance/compliance with policies, NBAC requirements and existing accounting and auditing rules and regulations; and minimum level of unpaid obligations at year-end and immediate utilization of NCA for Due and Demandable Accounts Payable;
  4. In-charge with the timely submission to COA-Auditing Unit, COA-GAFMIS, Department of Budget and Management (DBM) and Senate of the Monthly/Quarterly/Year-End accountability reports in accordance with NGAS both Detailed and Condensed Forms;
  5. Review Reports submitted by the Cash Section, Journalize transactions and Maintain the Books of Accounts of the NEDA-ODG-Funds 101, 102, Trust Fund and Project Accounts;
  6. Pre-audit liquidation of Cash Advances (CA) and issue the covering Liquidation Report (LR);
  7. Formulate, coordinate, and consolidate reply/action on COA reports/findings/recommendations;
  8. Evaluate acceptability of programs and enhancement needed under the customization design of the FMIS-NGAS;
  9. Remit Taxes Due on Personal Services (PS) and Maintenance and Other Operating Expenses (MOOE);
  10. Analyze and consolidate NRO/RDC Trial Balances (TB)/Financial Statements (FS) and other accountability reports and schedules;
  11. Verify, validate and reconcile with the General Ledger (GL) all the postings to the Subsidiary Ledgers (SLs) including, but not limited to the following: Cash Advance (CA), Receivable, Fixed Assets (FA), Trust Fund and other accounts;
  12. Disseminate relevant advisory/issuance pertaining to rules and regulations affecting taxes, income, cash advances and other accounts and financial transactions with materials effect on employees and management decisions;
  13. Serve as Project Accountant and/or Bookkeeper; and
  14. Perform other related functions as may be assigned by the Director.
Management Division
  1. Develop plan and program objectives relative to management improvement in the Department;
  2. Examine the administrative organization of the Department and makes recommendations for improvement;
  3. Maintain and updates the Department’s organization and other manuals;
  4. Undertake regular management surveys or organizational structure, manpower, and operations; studies special problems as assigned; reviews existing methods, procedures and systems; and makes recommendations for improvement;
  5. Develop new and improved management systems; exercises staff supervision over the implementation of such improvements; and provides training in the use of the system/s;
  6. Develop staffing standards and manpower requirements for the Department;
  7. Perform such other functions as may be provided by law.
  8. Perform other related functions as may be assigned by the Director.
Corporate Planning and Monitoring Division
  1. Formulate strategic, long-term and annual plans and programs for the Department;
  2. Formulate guidelines and provide assistance in the preparation of budget-related documents (i.e. Agency Performance Measures, Quarterly Performance Targets, Agency Performance Targets, Agency Performance Reports and Accomplishment Reports);
  3. Formulate criteria for determining priorities for proposed projects, and accordingly select capital projects for funding and execution, including appropriate financing schemes;
  4. Coordinate and provide technical support in the periodic performance evaluation of NEDA Secretariat organizational units
  5. Review the progress of projects under implementation against set standards, objectives, and schedules;
  6. Coordinate and provide technical support in the conduct of NEDA internal planning conference and MANCOM meetings;
  7. Perform other related functions as may be assigned by the Director.
Finance and Administrative Division
  1. Provide support services relating to personnel and staff management, records management and related activities;
  2. Provide general and financial resources management services
  3. Assist in the provision and maintenance of Office IT facilities and services;
  4. Develop and implement a comprehensive human resource development program for regional personnel including selection, recruitment and other staff movement;
  5. Take charge of enforcement of employee discipline, strict observance of civil service law and rules, and conduct investigations on grievance and complaints against NRO personnel;
  6. Conduct periodic appraisal of existing administrative operations and systems, work program and performance appraisal;
  7. Facilitate the grant and extension of personnel benefits and welfare including Program on Awards and Incentive for Service Excellence (PRAISE);
  8. Prepare and submit office administrative reports, including performance appraisal reports, budget proposals, financial reports, supply and management report and other reports required by NEDA-CO, CSC, COA, BIR and DBM;
  9. Maintain close coordination with GSIS, PAG-IBIG, PHILHEALTH, CSC, BIR and other concerned agencies of government;
  10. Provide management and administrative support services to the Regional Development Council;
  11. Assist in the extension of technical assistance and capability-building activities of the RDC particularly related to administrative services.

 

Legal Staff (LS)


Functions of LS
  1. Provide legal services on operational matters to the NEDA Secretariat organizational units;
  2. Conduct investigation of administrative disciplinary cases involving NEDA Secretariat personnel;
  3. Act as principal counsel or assist in litigation involving NEDA Secretariat or and its officials and employees with respect to actions taken in their official capacity;
  4. Conduct legal research and specialized studies;
  5. Maintain a database and monitor laws, administrative issuances, court decisions, and other legal issuances relative to economic and social development;
  6. Provide secretariat support services to the NEDA Board;
  7. Perform such other appropriate tasks as may be assigned by the Secretary and Undersecretary.
Legal Research and Compliance Division
  1. Conduct legal research and specialized studies relevant to, and supportive of socio-economic policies, plans and programs;
  2. Maintain a database and monitor laws and other issuances and prepare digests of Supreme Court and Administrative decisions, relative to economic and social development;
  3. Participate in every phase (i.e., from conceptualization, drafting of contracts, to project completion, etc.) on all BOT proposals and other NEDA infrastructure projects development.
  4. Evaluate and determine the legal implications of proposed programs and projects to ensure contracts are compliant with applicable laws and issuances.
  5. Review/prepare comments/inputs relative to bills, laws, executive orders, memorandum orders and other administrative issuances from the Office of the President and Congress.
  6. Provide legal and administrative assistance to the LEDAC Secretariat.
  7. Provide secretariat support to the National Priority Plan; and
  8. Perform other related functions as may be assigned by the Director.
Legal Counseling and Assistance Division
  1. Provide legal advice and assistance to NEDA officials and organizational units on the legal implications and effects of development plans, programs and projects;
  2. Prepare or review, in collaboration with other organizational units, legislative proposals, executive orders and other legal issuances required to implement development policies, plans, programs and projects;
  3. Review and prepare comments and recommendations on draft proposals and other matters involving legal questions, prepared or indorsed to it by other NEDA Staffs;
  4. Assist in the negotiations, drafting and review of contracts, agreements and other legal instruments wherein NEDA is involved, a party or when NEDA action is required or authorized;
  5. Draft or review proposed rules and regulations governing the activities and operations of NEDA, including agencies under its supervisions;
  6. Provide secretariat services to the Philippine Center for Economic Development (PCED);
  7. Provide Secretariat support services to the NEDA Board; and
  8. Perform other related functions as may be assigned by the Director.
Investigation and Litigation Division
  1. Conduct investigation of administrative disciplinary cases involving the NEDA Secretariat rank and file personnel;
  2. Handle or collaborate with and/or assist the Office of the Solicitor General in civil cases where NEDA is involved, and make preliminary representations with the Ombudsman/Office of the Public Prosecutor/NBI/Police Departments in cases where NEDA property or its officials and employees are sued in the performance of official acts;
  3. Provide technical and secretariat support services to the Committee on Decorum and Investigation;
  4. Prepare and administer legal documents in support of statements regarding employment, travel abroad, further studies, assets or loss; and
  5. Perform other related functions as may be assigned by the Director.

 

Administrative Staff (AS)


Functions of AS
  1. Formulate, implement and update on a regular basis a comprehensive and integrated human resources development for the NEDA Secretariat personnel;
  2. Formulate, update, maintain and operate an effective personnel information system; transport, security services, property and supplies acquisition, storage/warehousing, distribution, inventory and disposal;
  3. Provide services related to personnel transactions and benefits, including recruitment, selection, appointment and placement; performance evaluation; personnel movements; employee suggestions and incentive; awards; personnel relations; benefits and welfare; and personnel discipline
  4. Provide health and safety services through an integrated medical, dental, and environmental and safety programs and activities;
  5. Provide general support services in the areas of records and communications; property; supply and equipment maintenance; utilization and disposal; transport services; general utility and housekeeping; building and office facilities maintenance; procurement;
  6. Provide security services to the NEDA Secretariat personnel, documents and physical equipment and facilities; and
  7. Perform such other appropriate tasks as may be assigned by the management.
Human Resource Management Division
  1. Formulate, in coordination with concerned unit, and enforce human resources management and development programs, rules and regulations;
  2. Formulate, in coordination with concerned unit, and implement systems and procedures relative to recruitment, qualification standards, selection and placement, performance evaluation, merit promotion, salary administration, and personnel discipline;
  3. Develop, in coordination with concerned unit, update, maintain and operate an effective personnel information system, attendance monitoring and payroll system;
  4. Evaluate and recommend appropriate measure for the amendment or repeal of existing policies, rules and regulations and procedures on Human Resource Management;
  5. Provide technical advice and assistance on human resource management to NEDA Secretariat Organizational units;
  6. Provide secretariat services to the Selection Boards and Search Committees;
  7. Monitor and maintain list of recipients of loyalty award, salary adjustments/increments, and productivity incentive bonus and clothing allowance;
  8. Maintain and update personnel and attendance file, and active 120 files;
  9. Maintain, update and generate plantilla personnel, index of 120 files, and other related reports;
  10. Maintain and update salary and compensation data of employees; and
  11. Perform other related functions as may be assigned by the Director
Human Resource Development Division
  1. Formulate, in coordination with other units, and implement a comprehensive, integrated and aggressive human resource development and health and safety programs for the NEDA Secretariat;
  2. Formulate, in coordination with other units, and enforce human resource development policies, rules and regulations within the NEDA Secretariat;
  3. Formulate, in coordination with the FPMS, and implement systems and procedures on, and coordinate activities related to HR Planning, personnel benefits, employee suggestions and incentive awards, personnel relations, health and safety;
  4. Evaluate and recommend appropriate measures for the amendment or repeal of existing policies, rules and regulations and procedures on human resource development;
  5. Provide secretariat services to the Career Development Internal Selection Committee (CDISC), Grievance Machinery; NEDA Awards and Incentives System (NAIS); NEDA Sports and Physical Development Committee and NEDA Cultural Development Committee;
  6. Provide technical advice and assistance on human resource development to NEDA Secretariat organizational units; and
  7. Perform other related functions as maybe assigned by the Director.
General Services Division
  1. Formulate, in coordination with ITCS, implement and maintain systems and procedures on effective information system on transport and security services;
  2. Formulate and implement the NEDA Disaster Preparedness Security Plans;
  3. Provide technical advice and assistance on security services to NEDA Secretariat organizational units & personnel;
  4. Evaluate and recommend measures for the adoption, revision, amendment or repeal of policies, guidelines, procedures on safety and security services;
  5. Evaluate and recommend measures for the adoption, revision, amendment or repeal policies, guidelines, procedures on transport services;
  6. Ensure the proper maintenance, upkeep, beautification, cleanliness, sanitation and repair of NEDA buildings and its environs;
  7. Provide technical/support services to the NBAC-TWG on BCIR and Goods and Services; TWG on Physical Resources; NEDA ENERCON Committee;
  8. Evaluate and recommend measures for the adoption, revision, amendment or repeal of policies, guidelines and procedures on transport, building maintenance, safety and security services; and
  9. Perform other related functions as maybe assigned by the Director.
Assets Management Division
  1. Formulate, in coordination with ITCS, implement and maintain systems and procedures on property and supplies acquisition, storage/warehousing, distribution, inventory and disposal;
  2. Facilitate the provision of equipment and supplies to the NEDA Secretariat officials and personnel;
  3. Evaluate and recommend improvement/update on the existing policies relevant to Property Inspection and Acceptance, Property Inventory, Property Custodianship and Property Disposal, and records and communications;
  4. Formulate and update, in coordination with other NEDA Secretariat offices, the NEDA Annual Procurement Program;
  5. Coordinate all activities pertaining to the procurement of supplies, equipment and services and monitor implementation to ensure compliance to RA 9184;
  6. Provide Secretariat services to the NEDA Bids and Awards Committee(NBAC) and NBAC-Technical Working Groups;
  7. Provide technical advice and assistance on procurement activities to NEDA organizational units;
  8. Conduct the accreditation of supplies and repair shops;
  9. Contract review and negotiation;
  10. Evaluate and recommend appropriate measures for the amendment of procurement policies, systems and procedures, flowcharts and forms;
  11. Facilitate the provision of, and monitor communication facilities for the NEDA Secretariat officials and personnel;
  12. Formulate, in coordination with ITCS, implement and maintain systems and procedures on records creation, maintenance, retrieval and disposal;
  13. Serve as repository of information pertaining to human and physical resources, including legal and administrative issuances;
  14. Provide messenger services; and
  15. Perform other related functions as maybe assigned by the Director.

 

Information and Communications Technology Staff (ICTS)


Functions of ICTS
  1. Develop and coordinate the implementation and maintenance of information systems;
  2. Coordinate the formulation and implementation of a continuing NEDA ICT plans and programs as guide to ICT development activities of NEDA offices and staffs including its regional offices; and
  3. Improve and maintain a viable ICT infrastructure and information sharing network within NEDA and stakeholders for more effective development planning, policy formulation, investment programming, project monitoring and evaluation, internal management and other development activities of NEDA; and
  4. Perform other tasks as may be assigned by the Director–General
Information Systems Development Division
  1. Develop and maintain NEDA information/application systems and the NEDA web portal in support of NEDA’s mandates;
  2. Formulate and coordinate the implementation of criteria and standards for the development and monitoring of information systems in NEDA;
  3. Coordinate the formulation and implementation of a continuing NEDA ICT plans and programs to guide ICT development activities in NEDA;
  4. Conduct appropriate training programs, workshops and consultations for systems users to maximize the utilization and maintenance of computer-based information systems;
  5. Administer and manage the operation of computer-based data warehouse to ensure availability of relevant information to NEDA Secretariat;
  6. Conduct studies and researches on new and innovative approaches to information systems development, administration and management; and
  7. Perform other related functions as may be assigned by the Director.
ICT Network Division
  1. Improve and maintain the main NEDA ICT physical network facilities;
  2. Administer and manage the efficiency and security of the operation of network and application services;
  3. Formulate, implement and document advisories, policies, guidelines and standards for the operation, control, and maintenance of all network facilities within NEDA;
  4. Provide technical support services, advices and training on the operation and maintenance of NEDA network equipment and facilities;
  5. Plan, design and implement new technology solutions for all NEDA offices and staffs;
  6. Evaluate and recommend acquisition of appropriate NEDA computer/network systems and equipment;
  7. Conduct studies and researches on advanced technological requirements of NEDA; and
  8. Perform other related functions as may be assigned by the Director.

 

Development Information Staff (DIS)


Functions of DIS
  1. Develop an effective NEDA communication and advocacy program and coordinate with other NEDA staffs on the program for the government’s social and economic development plans, programs and policies;
  2. Produce and implement a client-oriented publications distribution program for NEDA publications and other information materials and provide editorial, audio-visual and other creative services in line with its communication and advocacy program;
  3. Coordinate an effective media relations program, including the conduct of press briefings/conferences and media interviews with NEDA officials;
  4. Maintain the NEDA Information Center and undertake the acquisition, cataloguing, maintenance, safekeeping of online databases and of information center materials needed by NEDA Staff;
  5. Provide circulation, reference and interlibrary services to NEDA personnel and outsiders doing research;
  6. Manage events and other special occasions related to promotion and marketing of NEDA communication program;
  7. Manage and supervise the NEDA publications fund; and
  8. Perform such other tasks as may be assigned by the Director-General and the Deputy Director-General.
Public Relations Division

The Public Relations Division will manage a program on public relations (including media and other stakeholders of NEDA) to improve knowledge, awareness and understanding of the agency’s mandate and activities, and monitor socioeconomic developments in the various media to help address issues concerning NEDA.

  1. Lead in the formulation, implementation, and monitoring and evaluation of NEDA’s public relations program;
  2. Using print, broadcast, electronic and other media, inform the public (internal and external) of socioeconomic policies, plans, programs and projects through:
  3. News and photo releases, feature articles, letters to the media, press statements, and quick responses to Malacañang queries on economic and development issues;
  4. Information assistance to the media;
  5. Press conferences, interviews and briefings; and
  6. Coverage of events involving NEDA officials and/or staffs.
  7. Monitor and analyze media reports, alert NEDA management on critical socio-economic issues and assist in the formulation of responses when necessary, and disseminate news summaries to the NEDA family;
  8. Promote awareness and a knowledge sharing culture among NEDA’s internal and external publics through:
  9. Briefings for internal and external stakeholders press conferences, and briefings;
  10. Information/knowledge-sharing and promotional events management;
  11. Transcription and dissemination of speeches, interviews and other statements of NEDA officials;
  12. Publication of a promotions tool for NEDA’s external public.
  13. Develop and sustain professional relationships with other NEDA staffs and the agency’s other publics including key journalists who report on economic and development issues;
  14. Provide technical inputs in the preparation of interagency public information campaigns; and
  15. Perform other functions as may be assigned by the Director and Assistant Director.
Multimedia Development Division

Undertake the preparation and development of NEDA’s publications and audio-visual communications program for internal (NEDA) and external (public) development stakeholders through;

  1. publications conceptualization, design, packaging (writing, editing and layout) and printing;
  2. audio-visual production, embracing a mix of video, audio and print media elements through scriptwriting, photography, video, graphic, computer-based audio-visual and graphics programs (PowerPoint and similar programs);
  3.  electronic, including online publications;
  4.  alternative media strategies and approaches using traditional and developmental media; and
  5.  Graphic arts and design services.
  6. Ensure consistency in the quality of NEDA’s publications through a NEDA Manual of Styles in substance, style and format. This involves editing of technical papers and other communications produced by the various NEDA staffs and its officials as well as the design and production of:
  7. NEDA activity logos – institutional or events-based;
  8. NEDA seminar backdrops or similar artworks for public display;
  9. Events exhibition services such as booth preparation and execution; and
  10. Graphic arts for posters, print materials and audio-visual materials.
  11. Provide assistance to NEDA staffs in their various communication programs and activities, particularly in the design, conceptualization and production of IEC materials.
  12. Perform other related functions as may be assigned by the Director.

Functions of RDS
  1. Formulate and/or review national policies and programs on regional and urban development, including land use and physical planning, decentralization, disaster risk reduction and regional/local institutions, and peace and development;
  2. Coordinate regional and area-wide planning activities of the regions, and harmonize national and regional development thrusts and priorities;

Regional Development Assistance Division
  1. Monitor RDC performance for the formulation of national government policies towards strengthening RDC mandates;
  2. Develop a geo-referenced socioeconomic database system including national and regional inventories of land and other physical resources and their corresponding uses;
  3. Prepare required maps for the National Framework for Physical Planning and provides technical assistance to regional bodies in the preparation of maps for the regional plans;
  4. Evaluate programs and projects on GIS and mapping;
  5. Participate in interagency bodies related to GIS and mapping;
  6. Provide management services in the areas of RDO-wide work planning, NRO/RD performance assessment, capability building, coordination meetings and other administrative concerns;

Land Use and Physical Planning Division
  1. Coordinate the formulation and provides technical inputs to the national framework for physical planning and land use policies.
  2. Manage and provide technical and secretariat support services to the interagency National Land Use Committee (NLUC) in resolving land use policy conflicts among its member-agencies and implementing the national policy on physical planning.
  3. Formulate guidelines for the preparation of regional physical framework plans.
  4. Monitor the implementation of land use and physical plans and policies and prepare periodic reports thereon.
  5. Review/evaluate policies on land use, land development (reclassification, conversion, zoning and site development), land administration, and management of land and other natural resources

  2. Conduct studies on issues affecting implementation of plans, policies and projects related to public sector reform and integrity development/anti-corruption and recommend solutions thereto;
  3. Evaluate and reviews proposed programs and projects in promoting meritocracy in the civil service, improving service delivery by cutting red tape, streamlining of regulations and providing a competitive investment/business climate in close consultation with sectoral agencies concerned;

National Policy and Planning Staff (NPPS)


Functions of NPPS
  1. Provide technical analysis and technical support in the formulation of national development plans and policies
  2. Evaluate and conduct studies on macroeconomic plans and policies, in aid of policy formulation, monitoring and evaluation;
  3. Develop macroeconomic models and other statistical tools for macroeconomic planning, forecasting and policy analysis;
  4. Monitor macroeconomic performance and prepares economic reports;
  5. Monitor international macroeconomic developments that affect the macroeconomic competitiveness and stability of the country; and
  6. Perform other appropriate tasks as may be assigned by the Secretary, Undersecretary, and Assistant Secretary.
Macroeconomic Division
  1. Generate the annual, medium-, and long-term growth forecasts underlying the development plans, in collaboration with concerned NEDA Staffs and government departments and agencies, using developed models and other tools for quantitative and qualitative analysis
  2. Monitor developments; establish, maintain and update a database on real sector indicators; prepare periodic reports; and conduct economic briefings on the growth performance of the economy vis-à-vis the development plan;
  3. Formulate, develop, and maintain the real sector models/sub-models, monetary and financial sector blocs of the macroeconomic model/s used by the Staff for macroeconomic planning, forecasting and policy analysis;

International Economics Division
  1. Develop and apply macroeconomic models and other statistical tools for planning, forecasting and policy analysis in the aspect of economic relations with the rest of the world;
  2. Monitors developments; establishes/maintains a database; prepares periodic reports; and conducts briefings on the economic relations of the country with the rest of the world (e.g., trade in goods and services, remittances, foreign direct investment flows and foreign portfolio investment flows) vis-à-vis the development plan targets/forecasts;
  3. Monitors developments; establishes/maintains a database; prepares periodic reports; and conducts briefings on developments outside the country that impact on the local economy vis-à-vis the development plan targets/forecasts;
  4. Undertakes studies on and analysis of external sector performance as well as the impact of socio-political and economic developments in the rest of the world on the domestic economy
  5. Performs other related functions as may be assigned by the Director and Assistant Director.
Policy Coordination Division
  1. Coordinate with other agencies in government and staffs of the NEDA concerning the formulation of the Philippine Development Plan;
  2. Coordinate with other agencies in government and staffs of the NEDA concerning the formulation of the Socioeconomic Report;
  3. Develop and maintain the social sector sub-model of the macro-economic model(s) being used by the Staff for planning, forecasting and policy analysis;
  4. Develop, maintain and update models/methodologies for analyzing the impact of economic performance on social sector outcomes;

  1. Provide technical staff support in coordinating the formulation of national plans and policies for agriculture and fisheries, natural resources and environment (ANRE) sector, including agrarian reform and climate change

  2. Appraise proposed programs and projects in these sectors and coordinate with the MES in monitoring their implementation;
  3. Provide technical staff support in coordinating the formulation of national approaches to international economic relations and cooperation relating to trade, industry and services; and perform other tasks as may be assigned by the Director-General.
Trade Division
  1. Provide technical staff support in coordinating the formulation, review and monitoring of implementation of national plans and policies, e.g., gender, environment, science and technology (S & T) as well as international economic cooperation policies, for the trade and related matters sector;
  2. Appraise proposed programs and projects in the trade and related sectors submitted for official development assistance (ODA) and coordinates with MES in monitoring their implementation;
  3. Represent NEDA in relevant inter-agency committee;
  4. Implement relevant laws identifying NEDA as implementing agency;
  5. Perform such other functions as may be assigned by the Director and Assistant Director.
Services Division
  1. Provide technical staff support in coordinating the formulation, review and monitoring of implementation of national plans and policies, e.g., gender, environment, science and technology (S & T) as well as international economic cooperation policies, for the services, including the tourism, sector;
  2. Appraise proposed programs and projects in the services, including tourism, sectors submitted for official development assistance (ODA) and coordinates with MES in monitoring their implementation;
  3. Represent the NEDA in relevant inter-agency committees;

Industry Division

  2. Appraise proposed programs and projects in the industry and SME sectors submitted for official development assistance (ODA), and coordinate with PMS on monitoring their implementation;

Social Development Staff (SDS)


Functions of SDS
  1. Provide technical staff support in coordinating the formulation of national plans and policies on social development including health, nutrition and population, education and skills development, housing and human settlements, and social protection and integration;
  2. Conduct policy reviews on social development;
  3. Appraise proposed programs and projects in the social development sector;
  4. Provide technical assistance to NEDA Regional Offices (NROs) and concerned government and donor agencies in project development cycle;
  5. Coordinate the formulation of a sectoral framework and criteria in prioritizing programs and projects/public investments in the social development sector;
  6. Monitor and evaluate sectoral performance;
  7. Provide technical and secretariat support to the NEDA Board Social Development Committee (SDC);
  8. Provide technical support to SDC sub-committees and other inter-agency committees/ councils/technical working groups on social development;
  9. Perform other technical functions as may be mandated by special laws and other Executive issuances and/or assigned by the NEDA management such as attending to the critical requests of non-government clients including the business sector and civil society organizations.
Health, Nutrition and Population Division

  2. Facilitate implementation of transport infrastructure development programs and projects by identifying/validating bottlenecks and propose corrective measures in coordination with and inputs from NEDA-CO Staffs, NROs, IAs, OAs, and DPs;
  3. Prepare integrated reports on the status of ongoing development programs and projects strategic of the achievement of the PDP goals under the transport infrastructure sectors;

  2. Facilitate project implementation by identifying/validating bottlenecks and proposes corrective measures in coordination with and inputs from NEDA-CO Staffs, NROs, IAs, OAs, and DPs;

  2. Facilitate project implementation of ongoing ICT development programs and projects strategic to the achievement of the PDP goals by identifying/ validating bottlenecks and propose corrective measures in coordination with and inputs from NEDA-CO Staffs, NROs, IAs, OAs, and FIs;
  3. Conduct post programming activities related to the implementation of ongoing information and communications technology programs and projects strategic to the achievement of PDP goals;
  4. Conduct ex-post project evaluation of selected completed ICT programs and project strategic of the achievement of PDP goals in coordination with NEDA-CO Staffs, NROs, IAs, OAs, and DPs;
  5. Develop, operate and maintain information systems for the effective monitoring and evaluation of ongoing development programs and projects strategic to the achievement of the PDP goals;
  6. Coordinate the preparation (framework, mechanics, forms and guidelines) and actual conduct of the annual ODA Portfolio Review with the participation of other NEDA-CO Staffs, OAs, DPs, inter-agency committees and working groups;
  7. Lead the preparation of the report on the annual ODA Portfolio Review incorporating the findings, status of project implementation, lessons learned recommendations of the individual agency reviews for submission to Congress;
  8. Lead in setting-up performance standards, measurements, procedures, framework and guidelines of M&E-related initiatives, including Results Based Management (RBM), post-evaluation, among others;
  9. Provide technical inputs and/or secretariat support to the National Project Monitoring Committee (NPMC), Project Implementation Officers (PIO), Investment Coordination Committee (ICC), Joint Analytic Work/ Forward Action and Support Task Force (JAW/FAST) and Philippine Harmonization Committee (PHC) and other committees/ working groups as may be deemed necessary in support of development effectiveness initiatives in the country;
  10. Generate periodic reports on ODA loans and grants performance, cost overruns, and priority problem projects (alert mechanism);
  11. Continuously assess the Staff’s business processes such as identifying the scope and process flow involved in M & E, terms-of-reference of project officers, regional desk officers, funding desk officers and admin support group;
  12. Serve as the focal division for SER, PDP and PIP concerns, as well as international development agreements (Paris Declaration and Accra Agenda of Action) and proposed legislation i.e., consolidate Staff inputs and/or outputs and prepare integrated reports that cut across all sectors/divisions
  13. Ensure the smooth operation and maintenance of the Staff’s ICT hardware, software and other equipment;
  14. Prepare periodic MES accomplishment reports as inputs to NEDA Accomplishment Report;
  15. Serve as MES repository of presentation and other relevant reference materials;
  16. Provide technical assistance to the NROs and IAs on monitoring and evaluation of ongoing ICT development programs and projects strategic to the achievement of the PDP goals; and,

Infrastructure Staff (IS)


Functions of IS
  1. Provide technical staff support in coordinating the formulation of physical plans for the transportation, information and communications technology (ICT), water resources, power and energy; and, social infrastructure sectors;
  2. Evaluate and conduct studies on policies in the various infrastructure sectors;
  3. Provide technical staff support in the appraisal of proposed programs and projects in the various infrastructure sectors in coordination with the Regional Development Group and in close consultation with the sectoral agencies concerned;
  4. Provide technical assistance to the NEDA regional offices and relevant government agencies in program and project identification, development and evaluation as necessary;
  5. Monitor sectoral performance;
  6. Act as lead secretariat to the NEDA Board Committee on Infrastructure (INFRACOM),Inter-Agency Technical Committee on Transport Planning (IATCTP), INFRACOM Sub-Committee on Water Resources (SCWR), and NEDA Build-Operate-Transfer (BOT) Group; NEDA Price Escalation/Adjustment Committee (NPEAC); Contract Review Committee (CRC); and the Philippines Development Forum – Infrastructure Working Group (PDF-IWG);
  7. Process requests for contract price escalation;
  8. Process request or use of alternative method of procurement and repository of contracts of at least Php 300 million;
  9. Coordinate the formulation and updating of the Comprehensive and Integrated Infrastructure Program;
  10. Review, evaluate, and monitor infrastructure projects included in the Comprehensive and Integrated Infrastructure Program (CIIP);
  11. Act as the focal unit of the NEDA on matters related to Public-Private Partnership (PPP), spearheading the capacity building of other NEDA sector staffs, building on the Staffs expertise on PPP project evaluation, and sharing lessons learned on the evaluation and review of PPP projects.
  12. Facilitate conduct of Value Engineering/Value Analysis (VE/VA) and Risk Management/Analysis for major infrastructure projects
  13. Perform such other appropriate tasks as may be assigned by the Director-General, Deputy Director-General and Assistant Director-General.
Transportation Division
  1. Prepare guidelines for, and consolidate the physical plans and programs of government agencies involved in the transportation sector;
  2. Evaluate transportation plans and programs of concerned government agencies, and propose necessary revisions thereto;
  3. Monitor and evaluate the implementation of transportation plans and programs, and assess performance of the transportation sector vis-à-vis its objectives and targets as indicated in the development plans;
  4. Formulate criteria for, and undertake review and programming of transportation programs and projects in coordination with the Regional Development Group and concerned NDO Staffs;
  5. Evaluate and conduct studies on policies affecting the transportation sector;
  6. Provide technical assistance to concerned NEDA Staffs/NROs and other government agencies in the identification, development and evaluation of transportation policies, programs and projects;
  7. Provide Technical and Secretariat Services for the IATCTP; and
  8. Perform other related functions as may be assigned by the Director and Assistant Director.
ICT Division
  1. Prepare guidelines for, and consolidate the physical plans and programs of government agencies involved in the ICT sector. The ICT sector includes telecommunications (wired/wireless communications and broadcast communications); information technology (IT) systems and computer networks; e-government systems; and postal services.
  2. Evaluate ICT plans and programs of concerned government agencies and propose necessary revisions thereto; evaluate proposed national ICT programs projects, policies, studies and other related government ICT concerns;
  3. Formulate criteria for, and undertake review and programming of ICT programs and projects in coordination with the Regional Development Group and concerned NDO Staffs;
  4. Monitor and evaluate the implementation of ICT plans and programs
  5. Assess the performance of the ICT sector
  6. Evaluate and conduct studies on policies affecting the ICT sector; coordinate continuing studies and researches on various national ICT plans, policies, programs, and projects;
  7. Provide technical assistance to concerned NEDA Staffs/NROs and other government agencies in the identification, development and evaluation of ICT policies, programs and projects and in the formulating and updating of national ICT development plans and policies; and
  8. Perform other related functions as may be assigned by the Director and Assistant Director.
Power, Energy and Electrification Division
  1. Prepare guidelines for, and consolidate the physical plans and programs of government agencies involved in the energy sector;
  2. Evaluate energy plans and programs of concerned government agencies, and propose necessary revisions thereto;
  3. Monitor and evaluate the implementation of energy plans and programs, and assess performance of the energy sector vis-à-vis its objectives and targets as indicated in the development plan;
  4. Formulate criteria for, and undertake review and programming, of energy programs and projects in coordination with the Regional Development Group and concerned NDO Staffs;
  5. Evaluate and conduct studies on policies affecting the energy sector;
  6. Provide technical assistance to concerned NEDA Staffs/NROs and other government agencies in the identification, development and evaluation of energy policies, programs and projects; and
  7. Perform other related functions as may be assigned by the Director and Assistant Director.
Water Resources Division
  1. Prepare guidelines for, and consolidate the physical plans and programs of government agencies involved in the water resources sector. The water resources sector includeswater supply and sanitation, sewerage and septage management, flood management and irrigation;
  2. Evaluate water resources plans and programs of concerned government agencies, and propose necessary revisions thereto;
  3. Monitor and evaluate the implementation of water resources programs and projects, and assessthe performance of the sector vis-à-vis its objectives and targets as indicated in the development plan;
  4. Formulate criteria for, and undertake review and programming of, water resources programs and project in coordination with the Regional Development Group and concerned NDO Staffs;
  5. Evaluate and conduct studies on policies affecting the water resources sector;
  6. Provide technical assistance to concerned NEDA Staffs/NROs and other government agencies in the identification, development and evaluation of water resources policies, programs and projects;
  7. Provide Technical and Secretariat Services for the SCWR; and
  8. Perform other related functions as may be assigned by the Director and Assistant Director.
Value/Risk Analysis and Infrastructure Regulation Division
  1. Provide technical secretariat services to the NEDA Board Committee on Infrastructure;
  2. Undertake review/evaluation of claims for contract price escalation;
  3. Facilitate conduct of Value Engineering/Value Analysis (VE/VA) and Risk Management/Analysis for major infrastructure projects;
  4. Handle various tasks related to regulation in the infrastructure sector as may be falling within the ambit of NEDA functions/mandate e.g., procurement guidelines, JV guidelines, BOT Law and its IRR,
  5. Provide Technical and Secretariat Services for the following Inter-Agency/Inter-Staff Committees: BOT-IRR Committee, NEDA BOT Group, NEDA Price Escalation/Adjustment Committee (NPEAC), and Contract Review Committee (CRC);
  6. Provide technical support in the review/evaluation of PPP-related activities/policies/studies/outputs;
  7. Provide technical assistance to the NEDA CRC in the review of documentary compliance of repository government contracts and other infrastructure-related contracts, as may be referred to NEDA; and
  8. Perform other related functions as may be assigned by the Director and Assistant Director.
Social and Other Public Infrastructure Division
  1. Prepare guidelines for, and consolidate the physical plans and programs of government agencies involved in the social infrastructure sector. The social infrastructure sector includes: (a) solid waste management; (b) health care, waste and toxic chemicals, and hazardous waste management; (c) health infrastructure (e.g., hospitals); (d) housing infrastructure; (e) education infrastructure; (f) program-type infrastructure which includes bus terminal, public market, public buildings, warehousing facilities, resettlements; and (g) sub-projects for the agrarian reform communities (ARC) related to social infrastructure;
  2. Evaluate social infrastructure plans and programs of concerned government agencies, and propose necessary revisions thereto;
  3. Monitor and evaluate the implementation of social infrastructure subsectors’ plans and programs, and assess the performance of the sector vis-à-vis objectives and targets as indicated in the development plans;
  4. Formulate criteria for, and undertake review and programming of social infrastructure programs and projects in coordination with the Regional Development Group and concerned NDO Staffs;
  5. Evaluate and conduct studies on policies affecting the social infrastructure subsector;
  6. Provide technical assistance to concerned NEDA Staffs/NROs and other government agencies in the identification, development and evaluation of social infrastructure sub-sectors’ policies, programs and projects; and
  7. Perform other related functions as may be assigned by the Director and Assistant Director.
 

Public Investment Staff (PIS)


Functions of PIS
  1. Provide technical staff support in public investment programming and evaluation;
  2. Provide technical secretariat support in the processing of projects with Private Sector Participation (PSP) or BOT contracts;
  3. Provide technical support in the processing of project with Private Sector Participation (PSP) or BOT (and its variant) contracts;
  4. Provide technical staff support in ODA programming; and
  5. Perform such other appropriate tasks as may be assigned by the Deputy Director-General and the Assistant Director-General
Program Financing Divisions
  1. Bilaterals – West (US, EUROPE, Canada) and Agriculture, Agrarian Reform and Natural Resources Sector
  2. Multilaterals (ADB, WB, UN System) and Social Reform Sector
  3. Bilaterals – ASPAC (Japan, Australia, South Korea, New Zealand and China) and Infrastructure Sector
  4. Review projects on a sectoral basis for inclusion in the PIP;
  5. Provides sectoral inputs to the active master list of economically desirable projects for possible funding support
  6. Coordinates with concerned NEDA staff and line agencies in the preparation of the sector’s annual and medium-term PIP indicating the sources and uses of funds for priority programs and projects;

  12. Monitors projects in the pipeline to enable them to graduate into implementation; and,
  13. Performs other related functions as may be assigned by the Director and Assistant Director.
Investment Programming Division
  1. Coordinates with concerned NEDA staffs and line agencies in the preparation of the annual and medium-term PIP indicating the sources and uses of funds for priority programs and projects;
  2. Develops criteria and methods for evaluation and prioritization of both capital and technical assistance projects on a global basis and establishes economic and financial parameters for project evaluation and ranking, i.e., SEER, MTPIP
  3. Facilitates the processing of PSP/BOT projects and contracts through the ICC/NEDA Board review and approval;
  4. Maintains liaison with and where necessary, provide assistance to public and private entities concerned with project formulation and evaluation, investment and ODA programming, and PSP/BOT financing;
  5. Provides technical and administrative support needed for the effective functioning of the inter-agency ICC at the Technical Board (TB) and Cabinet Committee (CC) levels:
  6. Prepares discussion flows for the ICC-TB and CC meetings and for the NEDA Board presentation of ICC approved projects;
  7. Prepares minutes of ICC-TB/CC meetings;
  8. Consolidates pertinent materials for ICC meetings and NEDA Board presentation of ICC approved projects;
  9. Ensures the preparation and release of letters to proponents relaying the ICC and NEDA Board’s decisions on their projects; and,
  10. Abstracts policy implications/decisions from ICC-TB/CC minutes of meetings.

Legislative Liaison Office (LLO)


Functions of the LLO
The LLO provides assistance in the administration of the NEDA Legislative Liaison System (LLS). The LLO has the following functions:

  1. Establishes the necessary linkage of the NEDA with both Houses of Congress and the Presidential Legislative Liaison Office (PLLO);
  2. Provides technical support to Congressional Committees principally involved with NEDA’s major areas of concern; and
  3. Keeps track of economic bills and other proposed legislative measures pertinent to NEDA and its areas of concern and promotes passage of legislation high in NEDA’s agenda.
  4. Coordinate participation of NEDA Sector/Technical Staffs on hearings and other activities of Congress;
  5. Coordinate the preparation and submission of NEDA Secretariat position on Senate and House of Representatives bills/resolutions and other referrals;
  6. Monitor the status of bills/resolutions which have been reviewed by NEDA Secretariat;
  7. Monitor and report on the progress of Senate/House bills/resolutions relevant and its areas of concern;
  8. Provide/facilitate submission on NEDA’s compliance to requests by the Senate/HOR;
  9. Adopt a tracking and accountability system for individual bills filed concerning NEDA Secretariat and a mechanism for communicating NEDA Secretariat position on all bills; and
  10. Establish the necessary linkage of the NEDA with both Houses of Congress and Presidential Legislative Liaison Office (PLLO)

The Legislative-Executive Development Advisory Council (LEDAC) Secretariat


Functions of LEDAC Secretariat
The LEDAC Secretariat provides technical assistance, administrative support and secretariat services to the Council. The LEDAC Secretariat has the following functions:

  1. Provides technical and administrative support to the Council and its sub-committees, if any;
  2. Determines and prepares the agenda for and the minutes of the Council meetings;
  3. Serves as venue for the initial processing/discussion of issues prior to deliberation by the Council;
  4. Receives and prepares communications pertinent to the work of the Council;
  5. Manages and maintains the official recordsof the Council;
  6. Prepares the annual budget of the Council;
  7. Prepares reports as required by the Council; and
  8. Performs other duties as maybe assigned by the Council.
