Mr. Bolivar L. Bao, Director of the Department of Foreign Affairs – Office of Asian and Pacific Affairs;

Other officials and staff of the Embassy of Japan, JICA and JICE;

My fellow workers in government, JDS graduates, guests;

Good morning.

Today, we are once again gathered to recognize the efforts of the 12th and 13th batches of JDS graduates who recently completed their studies in Japan. The 23 JDS fellows present today strived hard to earn their respective degrees and pass with flying colors, two (2) of them earned straight “A” marks in all their courses. For that, let us give them a round of applause.

To the JDS fellows, your graduation signals only the beginning of another stage in your professional lives as your newly-acquired knowledge, skills, and experience will prepare you in expanding your duties and responsibilities at work. With these, we are expecting a more committed and dedicated batch of public servants, who are responsive to the challenges set before them.

I therefore encourage you to work together with your immediate supervisors on how to facilitate the roll-out of your respective re-entry action plans. I also laud your immediate supervisors and Human Resource Development Officers for their support to all of you. The success and sustainability of any given endeavor requires the commitment and full support of the organization’s management. Let us again give them a round of applause.

On behalf of the Philippine government, I wish to thank the Government of Japan for its continued assistance in the country’s human resource development, specifically through the JDS Project. We also extend our thanks to the partner agencies, the Civil Service Commission and Department of Foreign Affairs, and other institutions for their usual support and cooperation in the successful conduct of the Project.

Thank you and good morning.
