The Philippine Action Plan for Sustainable Consumption and Production (PAP4SCP) was formulated by the National Economic and Development Authority (NEDA), with assistance from the Asian Development Bank, to influence and steer sustainable practices and behavior across sectors and levels of government. The Action Plan includes programmatic interventions, including circular economy approaches, geared toward decoupling the country’s economic growth from environmental degradation under the ‘new normal’ brought about by the coronavirus disease 2019 (COVID-19) pandemic.
A product of a multi-stakeholder and participatory process under the auspices of the Philippine Council for Sustainable Development, the Action Plan embodies a comprehensive framework covering policy, research and development (R&D), innovation, technology, infrastructure investments, and information and education to enjoin consumers and producers to adopt sustainable strategies and practices.
Given the cross-cutting scope of the interventions, the operationalization of PAP4SCP follows a whole-of-society and whole-of-government approach, especially in implementing and financing the priority actions, and developing and disseminating innovative and green technologies and circular economy practices across sectors.
