27 May 2017, Cancun, Mexico – The Philippine Government took an active role in the discussion on the design of the Sendai Framework Monitor, the reporting mechanism that is being developed to assist member states in measuring their progress in the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030.
Assistant Secretary Mercedita Sombilla of the Philippine National Economic and Development Authority, co-chaired the discussion at the Working Session on the Sendai Framework Monitor Prototype Consultation on 24 May at the Global Platform on Disaster Risk Reduction in Cancun, Mexico.
“It is critical that we carefully and accurately monitor performances of interventions being implemented to enhance resilience, especially of local communities, to risks from disasters and other natural calamities if we are to continue to improve plans and policies to make them more effective in reducing their impact on the livelihood and welfare. For a country like the Philippines, strengthening the monitoring and evaluation of climate change and DRRM actions is a critical strategy in our newly formulated Philippine Development Plan for 2017-2022 to ensure that we increase adaptive capacities and resilience of ecosystems,” Assistant Secretary Sombilla said.
As co-chair, Assistant Secretary Sombilla facilitated the consultation with member states and stakeholders on a prototype of the Sendai Framework Monitor. She was joined as co-chair by Mr. Yannick Glemarec, Asssitant Secretary-General and Deputy Executive Director for Policy and Programme for the United Nations Entity for Gender Equality and Empowerment of Women (UN Women).
The session featured a presentation of the Sendai Framework Monitor prototype and its main analytical functions, as well as levels of application (global, regional, national, local). The experiences of countries and one regional intergovernmental entity, which participated in a piloting exercise, were likewise shared. The feedback from the session will inform the build-process of the Sendai Framework Monitor.
An important feature of the Sendai Framework is a strong and inclusive monitoring and reporting mechanism. Global Monitoring of the Sendai Framework will assist member states to set nationally defined targets and indicators to measure national disaster risk reduction strategies, providing them with analysis that can be applied to country-specific context, while enabling them to report on the Sendai Framework global targets and disaster-related aspects of other frameworks such as the 2030 Agenda for Sustainable Development and the Paris Agreement.
Once finalized, the monitoring tool is expected to inform national policy decision-making and course correction actions. END
