The government’s strategic plan to guide the recovery and rebuilding of the economy, lives, and livelihoods in the affected areas. It was published by the NEDA on December 13, 2013, just over a month after Typhoon Yolanda ravaged through central Philippines. It was designed to guide rapid action to address critical, immediate needs, as well as aid in the development and implementation of a full set of recovery and reconstruction interventions over the medium-term.
Build Back Better provided initial estimates of the overall damage and loss caused by Yolanda and adopted a three-phased approach to address immediate critical needs, recovery, and full reconstruction.

Implementation of Results
Implementation for Results presents an overall results framework for monitoring progress consistent with Philippine Development Plan. It also highlights key policy and program initiatives under implementation or consideration by four clusters covering: (i) livelihoods and business development; (ii) housing and resettlement; (iii) social services; and (iv) infrastructure. The clusters are chaired by departmental secretaries and coordinated by the Office of the Presidential Assistant for Rehabilitation and Recovery (OPARR).
