The National Economic and Development Authority (NEDA), on behalf of the Inter-Agency Task Force (IATF) – Technical Working Group (TWG) for Anticipatory and Forward Planning (AFP), launched three separate online surveys from April 5-8, 2020. These were surveys for: consumers with 389,859 respondents; agriculture sector with 6,863 respondents; and micro, small, and medium enterprises for the industry/services sector with 44,097 respondents.

The survey results served as a basis for the IATF-TWG on AFP’s assessment of the impact of COVID-19 and enhanced community quarantine. These also informed the drafting of policy recommendations that will help stimulate the economy, and adapt to the “new normal” of economic activity.

There is expressed recognition that the surveys may not be representative of the entire country, given that these were conducted using an online platform. Nonetheless, the results provided a good indication of the pain points of consumers, businesses, and agricultural sector workers resulting from the COVID-19 threat and the ECQ.

To ensure the protection of privacy of participants in accordance with the Data Privacy Act of 2012, responses were treated with utmost confidentiality. Findings were not linked directly to each participant and were used only for research purposes and policy guidance.
