National Economic and Development Authority (NEDA) Secretary Arsenio M. Balisacan leads the oath-taking of the new Public-Private Partnership Center (PPPC) Executive Director Ma. Cynthia C. Hernandez on September 16, 2022.

Ms. Hernandez is an experienced professional with expertise on infrastructure advisory, financial modeling, and valuation of infrastructure and energy projects and transactions. Her education is in the field of engineering and economics, and for most of her career has worked as a consultant focusing on project development and finance.

As a Deal Advisory principal in one of the leading advisory firms in the country, Ms. Hernandez has taken a lead role in the valuation, preparation and evaluation of feasibility studies for renewable energy, roads, and transportation projects. She has extensive work experience in both the private and public sector.

“The appointment of the new PPPC head will further strengthen our goal to deliver efficient PPP projects in the country. Now that the amendments to the Implementing Rules and Regulations (IRR) of the Build-Operate-Transfer (BOT) law is on its way, the government will be able to manage our tight fiscal resources given that more will be freed up through partnership with the private sector,” said Balisacan.

The PPPC is the main driver of PPP projects and serves as the central coordinating and monitoring agency of all PPP projects in the country. It is leading the formulation of the IRR of the Amended BOT Law which was approved in the Cabinet-level Committee last week.
